Health Care Aide Regulation: 2024 Activities in Review

The Health Statutes Amendment Act provides for the future regulation of HCAs in Alberta, but regulation has not yet been proclaimed. Amendments to the LPN Profession Regulation and the Health Professions Restricted Activities Regulation are required for proclamation.

Regulation Proposal

In late 2024, a proposal that outlined how HCA regulation would be brought into force was prepared to be sent to stakeholders for their feedback. Proposed amendments to the two regulations named above address:

  • Entry-to-practice and other requirements for registration as an HCA;
  • Continuing competence requirements for individuals registered as an HCA;
  • Register categories established for HCAs;
  • Use of the title, Health Care Aide, and the initials, HCA; and
  • Restricted activities that HCAs may be authorized to perform.

The CLPNA continues to work on these amendments.

Regulatory Resources

The CLPNA is also preparing for the regulation of HCAs by ensuring the required resources are in place when regulation is brought into force. Standards, policies, and guiding documents are in development and will move through the approval process when appropriate.
