What Is the Role of the CLHA in Regulating the HCA Profession?

As a regulatory college, the role of the College of LPNs and HCAs of Alberta (CLHA) is public safety.

What Does a Regulator Do?

In Alberta, regulatory colleges oversee specific healthcare professions such as nurses, doctors, and soon Health Care Aides (HCAs).

Once regulation comes into force on February 2, 2026, the CLHA will be responsible for the following.

  • Registration: making decisions about applications to become an HCA and HCA renewals.
  • Standards and policies: developing and updating the documents that outline the expected behaviours that HCAs are held accountable to.
  • Public registry: maintaining a list of HCAs who hold an Alberta practice permit, which can be searched by employers and members of the public.
  • Education: approving and reviewing HCA certificate programs.
  • Continuing competence: monitoring yearly learning plans and practice hours (to be implemented after regulation).
  • Conduct: investigating complaints against HCAs and addressing unprofessional conduct.

What Can the CLHA Help Me With?

The CLHA provides information and education on regulatory topics.

  • Resources related to regulation: the CLHA will develop guidance to help HCAs meet regulatory requirements.
  • Continuing competence materials: the CLHA will provide learning opportunities related to regulation, including modules, webinars, and educational videos.
  • Assistance meeting registration requirements: the CLHA will provide support materials and staff to assist applicants and HCAs renewing their registration.
  • Assistance with professional practice: the CLHA will have a Professional Practice Team that can answer questions about HCA scope of practice and regulatory responsibilities.

What If I Have Questions About My Pay or Job Description?

The CLHA will not be able to answer employment-related questions, as this is outside of our role. We do not write job descriptions or set pay.

Employment questions can be directed to your employer or your union, if you are a union member.
